In Dame Judith Hackitt's Building a Safer Future report published in 2018, a more rigorous approach to accountability is recommended which places a much greater responsibility on those responsible for design, construction, management, maintenance, and occupation of buildings within the scope of the legislation to demonstrate how they are managing fire and structural safety risks to their buildings. This has been reflected in the draft Building Safety Bill and detailed in the "Setting the Bar" report published by the Construction Industry Council.
