Jasmin Andrews


Jasmin is an Associate in the Planning and Environmental department. Jasmin trained with the firm and is based in the Exeter office.

Before joining Trowers & Hamlins, Jasmin worked for a national housing developer and so she is always attuned to the commercial considerations of our clients.

Jasmin specialises in all aspects of planning, highways and compulsory purchase law and advises local authorities, registered providers, developers, landowners and individuals.

Jasmin has a wide range of experience negotiating complex section 106 agreements (including agreements securing biodiversity net gain), highways agreements, dealing with and advising on strategy for compulsory purchase orders and appropriation of land, providing advice in respect of planning enforcement matters and acting as planning agent in respect of change of use applications, certificate of lawfulness applications, applications for prior approval and planning appeals.

Jasmin is also very experienced in providing advice on permitted development rights specifically in respect of farm diversification schemes and telecoms matters.

She also has experience in contentious planning having successfully defended a number of pre-action claims for judicial review and advising on the merits of judicial review claims in the high court.
