Rubianka Winspear


Rubianka is part of the cross-departmental Energy & Sustainability group, and advises on a range of energy-related projects including utility connections, energy supply arrangements and renewables and storage.

Rubianka has experience advising on utility connection arrangements including the appointment of Independent Connection Providers (ICPs) and Independent District Network Operators (IDNOs) for electricity distribution. Rubianka is involved with advising on the financing arrangements associated with IDNO projects and has experience advising both public bodies as well as private developers on their IDNO arrangements.

She also advises clients on district and communal heating arrangements including negotiations of concession agreements, heat supply agreements and metering and billing arrangements.

Rubianka's experience in energy supply arrangements includes advising a range of clients on the terms of power purchase agreements (including private wire electricity supply arrangements) as well as advising on 'White Label' energy supply deals.

Rubianka also has experience in the renewables sector and has advised clients on the Renewable Heat Incentive Scheme and has provided advice on Feed-in Tarriff legislation for solar panels and waste-to energy plants.

She also advises on connected regulatory issues relating to energy generation, supply, distribution and transmission.
